 “ Office Order”

Government of India has enacted “ The Right to Information Act, 2005 (Act No.22 of 2005) with an objective to establish the practical regime of Right to Information for citizens to secure access to information under control of Public authorities in order to promote transparency and accountability in the working of every Public authority etc. The Act provides for the information to be disseminated to citizens through notice boards, newspapers, public announcements, media broadcasts, Internet or any other means including inspection of Offices of any Public Authority.
To implement the provisions of the Act in letter and spirit, in terms of Section 4(1)(b) of the Right to information Act, 2005, the information of the Public authority of the Department is given as under: -          

The Particulars of Functions and duties of Food, Civil Supplies & Consumer Affairs Department.
The Department of Food, Civil Supplies and Consumer Affairs came into existence as a separate unit in the State during the year, 1966. Prior to this, it was a part of Cooperative Department. This Department is the backbone of the State Government. The organization of weights and measures was also merged with the department during the year,1981.The Department mainly deals with the demand and supply of various Essential Commodities in the open market as well as Targeted Public Distribution System. The basic responsibility of the department is the enforcement of various control orders against the essential Commodities Act, 1955 for price stabilization and matter relating to weights and measures.

The main motives/function of the Department are:-
1. To implement of NFSA, 2013 & all schemes under Targeted Public Distribution System.
2. Making available Fair Average Quality  (FAQ) grains.
3. To ensure easy availability of Essential Commodities on reasonable rates.
4. To create awareness amongst the consumers about their rights.

The department functions differently at various levels of the Administration in District, State and Centre respectively. Again at each level, there are following jobs related to monitoring of about the Department.
1. Market Rates.
2. Allocation and lifting.
3. Ration cards
4. Fair price shops
5. Inspections/Raids
6. Issuances of Licenses.

Information relating day-to-day activities is being reported on Daily. Weekly basis to the Ministry of Food & Civil Supplies, Govt. of India. The information generated at Fair Price Shops and Inspectorate level is compiled at District Level and sent to the State Headquarters, where it is again compiled and consolidated and then conveyed to the Centre.

The Dealing Assistant to the branch Officer and branch Officer to Next Supervising Officer and Supervising Officer to the Controlling Officer are routing the matter.

The Committee on quarterly basis under the Chairmanship of Deputy Commissioners is carrying out a review of Public Distribution System. The Chairperson of Zila Parishad is also a member of this Committee. To keep close watch on Fair Price shops, Vigilance Committees have been constituted in rural areas.

(viii) A statement of the board, councils, committees and other bodies consisting of two or more persons constituted as its part of or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;

(ix)& (x) A directory of its Officers and employees; and monthly remuneration received by each of its Officers and employee including the system of compensation as provided in its regulations;

The following information is available on electronic form:-
1. Weekly rates of Vegetables/essential Commodities are being uploaded on every Friday on Government Departmental website;
2. Monthly feed back report of receipt and issue of Controlled Commodities to Fair Price Shops/Ration card holders on the Departmental Website.

(xv) The particulars of facilities available to citizens for obtaining information, including the working of a library or reading room, if maintained, for public use;
No Such facility is available with the Department at Directorate level;
