I. FOOD SECURITY:
(A) TARGETED PUBLIC DISTRIBUTION SYSTEM (TPDS)
The Targeted Public Distribution System is functioning in the State of Himachal Pradesh through a network of 117 Wholesale godowns of HPSCSC Ltd. and an aggregate number of 5,011 retail fair price shops. Out of these 5,011 fair price shops, 3,265 are being manned by Cooperative Sector, 14 by Panchayats, 66 by HPSCSC Ltd., 1,646 by Individuals and 50 by Mahila Mandals/ Self Help Groups. Currently, Ration Card is the unit delivery system under the TPDS. The total number of Ration Cards under all categories of TPDS are 19,08,512 having population of 73,35,095 in the State. The scheme-wise bifurcation is as under:

The details of various schemes under NFSA, 2013 & all other schemes under TPDS are as follows:-
1. NATIONAL FOOD SECURITY ACT, 2013 :
The Government of India has fixed a target of 36.82 lac population to cover under NFSA, 2013, out of which 27.40 lac population has been automatically covered under NFSA and process of selection of the remaining 9.42 lac population is under progress. The Govt. of India is allocating 16857.47 MT foodgrains i.e. 9900.613 MT of Wheat & 6956.857 MT of Rice under NFSA, 2013. Details are as under:-
(i) ANTODAYA ANNA YOJNA (AAY):
The poorest of the poor families out of the BPL list have been identified and placed under the AAY Scheme. The scale of issue per family as per G.O.I. norms is 35 Kg. of foodgrains per family per month. The State of H.P. has bifurcated 20 Kg. of Wheat / 18.800 Kg. of Fortified Wheat Atta and 15 Kg. of Rice per family. The retail issue price is Rs. 2/- for Wheat/ Rs. 3.20/- for F.W.Atta and Rs. 3/- for Rice.
(ii) PRIORITY HOUSEHOLD:
As per the NFSA, 2013, every person belonging to Priority Household shall be entitled to receive 5 Kg. of foodgrains per person per month at subsidized rates. The State of H.P. has bifurcated 3 Kg. of Wheat / 2.800 Kg. of F.W. Atta and 2 Kg. of Rice . The retail issue price is Rs. 2/- for Wheat / Rs. 3.20/- for F.W.Atta and Rs. 3/- for Rice.
The Govt. of H.P. is providing additional foodgrains in addition to NFSA to all the BPL families @ 5.25 per Kg. of Wheat & @ 6.85 per Kg. of Rice to meet out the scale of 35 Kg. per family per month.
The PHH beneficiaries (upto 3 members) are also provided additional foodgraind (Wheat & Rice) from OTNFSA allocation of the State at OTNFSA (APL) rates to make their entitlement @ 10,15,& 20 kg per card.
2. OTHER THAN NFSA:
ABOVE POVERTY LINE (APL):
The scale of APL Wheat Atta & Rice is being changed every month depending upon the availability of stocks with the H.P. State Civil Supplies Corporation w.e.f. July, 2014 onwards. These scales are uniformly applicable throughout the State except tribal areas of the State (Lahaul Spiti, Kinnaur, Pangi, Bharmour) where 20 Kg. of Wheat Atta and 15 Kg. of Rice are being distributed monthly to APL card holders w.e.f September, 2014.
3. SUGAR:
The Govt. of India has been fixed quota of 3,532 MT Sugar per month for distribution under PDS to all the ration card holders of the State. At present, State is purchasing sugar for PDS from open market through e-tenders. The scale of sugar is fixed 500Gms. per person per month for OTNFSA families and 1 kg. upto 2 members for NFSA family, 500Gms. additional per member for more than 2 members of NFSA family. The retail issue price is Rs. 30.00 for OTNFSA, Rs. 39.00 for OTNFSA Tax Paryer families and Rs. 13.00 for NFSA families. Note:- 1 Kg. in case of AAY ration card having 1 family member.
3. SUPERIOR KEROSENE OIL:
Superior kerosene oil was being allocated to the State of H.P. by the G.O.I. at the quantum of 5411 K.L. per month upto March, 2008. Gradually, from April, 2008, the SKO allocation has been reduced by 62 % reduction in the quota and at present, allocation of K.Oil is 516 K.L. per month. The State of H.P. has devised the following scale of distribution of this commodity on each ration card on the following pattern:

Presently, this distribution is being got done through 24 Wholesale dealers, out of which 19 are of the Indian Oil Corporation, 01 of H.P.C. and 04 of B.P.C.
(B) MAINTENANCE OF SUPPLIES OUTSIDE TPDS
(1) LPG:
Currently, there are 189 LPG agencies in the State and are catering to the needs of 10,10,551 SBC and 11,25,780 DBC Holders. The department exercises holistic control and keeps a strict vigil on the distribution of LPG and ensures equitable procurement as well as distribution throughout the State in order to keep a balance between demand and supply.
There are 189gas agencies out of which 136 are withIOC, 31 with HPC and 21 with the BPC, 1 with th IBPC.
(2) MS AND HSD:
There are 477 petrol pumps are functional in the State, out of which, 255 with IOC, 126 with HPC, 87 with BPC, and 9 with other companies.
(C) GOVERNMENT OF H.P. SPECIALLY SUBSIDISED SCHEME
The Govt. of H.P. has launched a Specially Subsidized State Scheme to all ration card holders w.e.f. 01.04.2007, which has been modified from time to time. The consumers will be given choice to opt for 3 pulses out of 4 pulses. The status of the scheme is as follows:
